About THESO

Rooted in South Sudan. Built for accountable partnership.

Established in 2008, The Health Support Organisation is a nonprofit combining responsible fund management, local partnerships and direct delivery to strengthen services, livelihoods and institutions.

THESO’s headquarters are in Juba, South Sudan, with a registered, operational presence in Kenya. Our work connects humanitarian and development funding with the organisations, public institutions and communities responsible for putting it to use.

We use partner-led delivery where the funding agreement permits sub-granting and direct implementation where the agreement requires it. Our responsibilities can include programme design, partner assessment, financial control, delivery oversight, verification and reporting. The scope, costs and decision rights are set out in each engagement.

People need reliable systems, not isolated activities.

A consultation depends on a functioning clinic. A harvest depends on water, knowledge, access and markets. A child’s education depends on teachers, safe learning spaces and a household able to keep that child in school. Progress in one area is more durable when the surrounding systems improve with it.

That is why THESO works across nine connected focus areas. We bring technical priorities into a common programme logic: understand the context, agree the outcome, work through appropriate local structures, and use evidence to improve delivery.

Local leadership, backed by clear funding and delivery responsibilities.

Local organisations and public institutions hold knowledge and relationships that no external programme can replace. We approach partnership as a practical allocation of responsibility, resources and support. Good partnership makes decision-making clearer and strengthens capability beyond a single agreement.

Our role can include programme design, fund management, partner assessment, implementation support, monitoring and consolidated reporting. The specific responsibilities, assurance requirements and costs belong in the agreed scope of each engagement.

The principles behind the work.

Respect for communities

Listen to people’s priorities, recognise their knowledge and design accessible ways to participate and give feedback.

Accountability for resources

Connect funding decisions, delivery responsibilities and reporting so that partners can follow what was agreed and what happened.

Practical institutional strength

Build capabilities, relationships and operating arrangements that can remain useful after external support changes.

Evidence and learning

Use data, field observation and community perspectives together. Explain limitations and adapt when the evidence changes.

Choose the role that fits the work.

For funders, the starting point is the intended outcome and the evidence needed to assess THESO’s management or delivery role. For governments, it is the service or institutional priority and the mandate of the responsible counterpart. For businesses and civil society organisations, it is the contribution, capability and responsibility each party brings.

Community members need a different route: current service information, a way to share routine feedback, or guidance on reporting a concern. These tasks should remain accessible without requiring an institutional partnership proposal.

Confirm the institution behind the agreement.

A prospective agreement needs the correct legal entity, applicable country registration and authorised decision-makers. Request the current records relevant to your proposed engagement, including governance and delegation information where required.

Our introductory material explains THESO’s purpose and operating model. The document request register distinguishes the institutional and programme evidence to confirm during appraisal; it does not substitute a general overview for registration, financial assurance or programme records.
