Programme approach & evidence

Explore the work. Request programme evidence.

Explore our nine focus areas, how we assess progress and the programme records to request for a considered partnership decision.

THESO’s focus-area pages describe our technical approach and the scope of potential partnerships. Current programme coverage, activities and results need to be established for the particular geography and reporting period; a sector description is not a live service listing or a verified result.

A useful programme assessment asks both what was delivered and what changed. Service access, quality, equity, institutional capability and the conditions for continuity belong alongside activity counts. The framework below explains how those questions can be built into programme design and review.

How we measure progress.

Define the change

Set out who should benefit, what should change and the assumptions linking activities to that change. Establish a credible baseline before claiming improvement.

Measure with purpose

Use indicators that can be collected responsibly and interpreted consistently. Include quality, access and equity alongside delivery volumes where appropriate.

Listen and verify

Combine routine records with field observation and community perspectives. Treat feedback as a source of learning, not simply a reporting requirement.

Use the findings

Review progress against expectations, explain shortfalls and adapt activities with the necessary approvals. Keep limitations visible in reports.

Programme records and reported results.

A programme record should identify the location, implementation period, funding arrangement, THESO’s specific role, delivery partners where disclosable and the source of the reported information. Outputs and outcomes should be distinguished, with units, reporting periods and limitations made clear.

No approved programme result reports are published in this review. To request information, identify the sector, geography, programme or period relevant to your assessment. THESO can confirm which records are available and how they may be shared.

Ask about programme records

The next step

Request evidence for the work you want to assess.

Specify the programme, location or reporting period so the request can be considered against the relevant records.
