Strategic area

Technology and Infrastructure

Technology that completes useful transactions and can be maintained locally

The proposed technology and infrastructure approach would start with a defined service problem: delayed referrals, failed medicine orders, unresolved maintenance or another documented user cost. Investment would be judged by lawful, usable and recoverable service, with institutional control and affordable operation beyond installation.

Proposed approach

Connect priority systems for an authorised purpose

Limited interfaces would specify participating institutions, message formats, permissions, acknowledgements and corrections. Authentication, encryption and complete logs would be tested alongside duplicates, failures and power interruption. Lawful custodians would retain authoritative records; uncertain identity matches would receive human review before transfer.

Design for actual users and failure

Testing would include basic-phone users and people facing language, literacy or disability barriers. Assisted registration, durable acknowledgements and lawful offline routes would accompany disclosed charges and response procedures. Failed and abandoned attempts would remain in evaluation. Sensors would require funded response capacity, and advanced analysis would enter bounded locally validated trials.

Choose equipment for productive service

Appraisal would compare repair, sharing, lawful leasing and purchase against demand, safety, power, consumables and maintenance. Every priority asset would have an identifier, owner, condition and service history. Automation would require demonstrated advantage, manual fallback, workforce support and commercial demand rather than an assumption that sophisticated equipment is inherently better.

Sequence infrastructure and keep essential service running

Power, connectivity, transport and maintenance would be accepted before dependent capital. Specifications would define required hours, capacity and recovery. Backup and pooled maintenance would be justified against failure consequences. Construction, migration and replacement would preserve a funded minimum service with clear temporary restrictions.

Secure information and plan supplier exit

Custodians would maintain monitored permissions, supported software, recoverable backups and incident procedures. Tests would restore service after production-system failure. Procurement would secure usable exports, documentation, institutional credentials and transition assistance. Responsible professionals would retain consequential decisions and authority to reject AI outputs.

Intended outcomes

The planned measures concern first acceptance of funded digital interfaces and complete, usable lifecycle records for priority assets. Acceptance would include lawful exchanges, security, recovery and usable responses. Failed tests and missing records would remain in denominators; asset registration alone would not prove functionality or automated capability.

Protection and access

The proposed design would collect only necessary information for lawful purposes, preserve retention and correction controls, and maintain accessible alternatives when identity or digital channels fail. Supplier training on sensitive records would require specific lawful authority; a portfolio acceptance percentage could never override a critical control failure.

Long term direction

National staff would demonstrate administration, backup restoration, fault diagnosis, maintenance scheduling and contract management. Handover would include records, credentials, warranties, parts and assigned defects. External support would decline only with verified replacement payments and maintained service, enabling orderly renewal through the 2050 horizon.

Who would do what

Proposed partner roles for Technology and Infrastructure
PartyRole
Public authorities and lawful custodiansDefine transaction authority, record custody, correction and retention; retain responsibility for consequential decisions.
Implementing institutions and qualified suppliersBuild and maintain authorised services, hold institutional records and demonstrate operation, fault response and restoration.
Users and responsible professionalsTest accessible transactions and correction routes; professional reviewers retain power over consequential recommendations.
THESO and independent assessorsAppraise whole-life service value and administer staged financing; independent assessors verify security, acceptance, asset evidence and recovery before live use.
