Six stages. Every one produces a document, and no stage is skipped.
Due diligence
Registration verified, sanctions screened, financial systems and governance reviewed, previous funders contacted, premises visited.

Risk tiering
The partner is graded. The tier sets tranche ceiling, reporting frequency and verification intensity.

Agreement
Funder conditions, audit rights, records retention, counter-terrorism, safeguarding and anti-fraud obligations are passed down verbatim.
Produces: signed sub-grant agreement
First tranche
No partner receives full value in advance. Disbursement requires multiple authorising signatures, one from outside the programme team.
Produces: disbursement authorisation
Verification
Financial reporting reconciled to receipts, narrative reporting against indicators, and independent field verification before the next tranche is released.

Audit and close
Unannounced spot checks during delivery, final audit, and asset verification at closeout.

The Health Support Organisation (THESO) is an African development institution and fund manager that mobilises, manages and deploys development and humanitarian capital through accountable local partnerships, donor-authorised implementation arrangements and institutional strengthening. THESO can manage sub-grants, directly implement where authorised, or combine delivery models according to donor requirements, programme design and risk.
THESO remains accountable for financial control, compliance, partner oversight, programme monitoring, verification, consolidated reporting and audit response in accordance with applicable funding arrangements.
