Timely assistance and continuity

Multi-Sector Humanitarian Response

Humanitarian response must connect urgent assistance with safe access, reliable delivery and accountability to affected people. THESO's approach brings sector needs and operational constraints into one response plan, with the scope and delivery arrangements shaped by the situation, available capacity and funding agreement.

People affected by crisis often face several connected difficulties at once, including interrupted health services, unsafe water, limited food access and loss of income. Assessment should identify the most urgent needs, existing support and the barriers that prevent people from receiving assistance. Response choices require attention to protection, inclusion and the practical conditions under which staff and partners can operate.

We organise delivery around a defined population, a clear assistance package and responsibilities that can be monitored. Local organisations may implement activities where the agreement permits, while direct delivery can be used where required. Each arrangement needs workable logistics, appropriate technical oversight, transparent communication and channels through which affected people can seek information or raise concerns.

The work in practice

Build the conditions for lasting progress.

Assessment and accountable targeting

Use proportionate assessment to understand severity, access barriers and gaps in existing assistance. Agree selection criteria and communicate them clearly. Registration should collect only necessary information, with appropriate controls on its use. Include practical arrangements for verification, corrections and appeals so that errors can be addressed during delivery.

Coordinated sector assistance

Define how health, water, food security, nutrition or other agreed activities connect within the response. Select assistance modalities against needs, market conditions, access and available capacity. Coordinate operational decisions with relevant authorities and response actors, and establish referral arrangements where needs fall outside the programme's technical scope.

Logistics and delivery quality

Plan procurement, storage, transport and last-mile delivery against the response timetable and operating constraints. Apply appropriate quality checks and maintain clear custody records. Prepare contingency arrangements for disrupted access, and adapt distribution or service arrangements to the safety, mobility and communication needs of the intended population.

Feedback, adaptation and transition

Maintain accessible channels for information, feedback and confidential concerns, with trained responsibility for appropriate handling. Use monitoring and post-delivery review to correct problems promptly. Identify opportunities to restore local services and productive capacity, and plan the transition or closure of assistance with affected communities and responsible institutions.

Evidence & learning

Ask better questions.
Understand the change.

These questions guide programme design and review. They are areas to measure, not claims of achieved results.

  1. Does assistance reach the intended population on time, including people facing significant access or protection barriers?
  2. Are delivered goods and services appropriate, usable and consistent with the agreed assistance package and quality checks?
  3. Can affected people obtain information, challenge errors and receive appropriate responses to feedback and concerns?
  4. How does the response support continuity of essential services and a workable transition as immediate needs change?

Partner in this focus area

Bring the right expertise together.

We welcome response partnerships with local organisations, public authorities, technical providers and funders able to support a defined operational scope. The agreement should make delivery responsibilities, resource needs, safeguarding, monitoring and contingency arrangements clear. A credible response plan also explains how assistance is adapted, coordinated and concluded as conditions and community priorities evolve.
